I do not have any info on customs attaches but just wanted to mention the procedures for closing a T1 in UK is through the Inland Border Facility https://attend-an-inland-border-facility.hmrc.gov.uk. There is also a facility to close remotely depending on point of entry. This may not be where the difficulty lies but thought I would mention the procedure is slightly different to other jurisdictions as not all points of entry have a BCP dedicated to closing T1’s.
